NFC Question

I am new to NFC, but I have a simple question about its functionality for which I have not found a clear answer:

Using any of the NFC tag-writers in the Play store, (Trigger is one that I have used a little) is it possible to use a tag as a toggle (1st tap turns on a set of functions, second tap turns them back off) WITHOUT rooting the phone? If so- I can't seem to find the command in the app.

I have a tag that I want to use to automate my preferred setup in my car, but I don't want to have to have a separate tag to undo those changes.

Any assistance would be appreciated.

Trigger can do that. when you add in your actions you can choose

for example under set up task<actions
Click plus sign
check wireless networks on/off - hit next
under configure actions you can change whether the setting is enable, disable or toggle
