usb charging doesnt charge at all

ok when i plug in my resound to either a usb jack or even through the car charger it says its charging, but even if i dont use my phone at all, it wont charge it and the battery drains.
only way to charge it is through a wall charger.
i know those other sources dont charge as well, but they dont actually give it a positive charge, batter drains faster then it charges, and im not using it.
what gives

I've had a few problems with generic chargers, but most of them work fine. Not sure why some don't. Also I've found if you use a regular usb to charge, instead of the funky one supplied with the phone, the charging port gets a little wobbly (for lack of a better word). So be careful plugging and unplugging the phone from them.

Possible scenarios:
1.) The car charger you bought is garbage. Many of them are.
2.) You're using your phone while connected to a computer. This will drain it faster than charging it most of the time. The same applies to the car charger.
3.) You're using a USB cable other than the one included with the Rezound.
4.) ???
5.) Profit!

using the stock htc cable.
i have noticed that generic cables are loose, which is why i use the stock.
in the car i bought a dual port charger and am only using one port.

like i said, I am not using my phone durring this charge time where its not charging.
