Wifi and mobile network

Ok, I got the last ics leak and I have a question. So I connected to my house Wifi, but for whatever reason my 4G stays on too. From time to time it freezes the 4G up and I have to manually turn off the 4G.

Question is, shouldn't the wifi over ride the 4G?

Yes,I had that problem too. But, only on my home router not anywhere else.

I can't remember what I did to fix it but it eventually stopped. I am still new this site what does ics stand for?

I had the problem when I first got my phone I don't have the ice cream..
