Power Effeciency - how to activate

In the Settings > Power there used to be a toggle switch to enable "Power Effeciency". Since the ICS update, that is no longer there. It used to save me TONS of battery life when I needed it and now I cant find that anywhere.

I even saw with the new ICS leak for the Thunderbolt that it has the toggle in the drop down.

Does anyone know how to get that back or where it is with the new update?

Some people have stated that this option magically appears when the battery reaches 14%, I have not tested it yet (battery has never gotten that low since installing ICS), but it seems to me you can get to it with Hidden Settings app available in the Play Store, it gives you two new applications "Power Saver Settings" and "Roaming Guards", but I still don't believe you can change the 14% thing, that is when it kicks in, prior to that the Power Saver Settings don't do anything.
