Sound like the digitzer locked up in that section... I've had that happened a few times but i think i was running Venom when it happened. Yes a battery pull has to be the fix

After the Reset does it work fine until you pull it off the charger? If it does it sounds like a software issue and you know what i say to software issues

Does this do it on ALL chargers, or just one? It sounds like you have a defective charger that is under/over volting the digitizer, causing it to look up... I have had similar problems with "cheap" brands or chargers that have just failed, the screen becomes unresponsive.

Verify the charger is rated at 5V/1A or better, if she has the same phone it shouldn't be a problem, but not all HTC's use the same charger.
