It can be a number of things. What text program do you use?.

Go into the text program settings and look for "notifications". I use HANDCENT and GoSMS and there is a setting under SETTINGS called "VIBRATE" which should bring us a choice box. I always pick VIBRATE when phone is set to vibrate.

Also, if you have a volume control program (I use CVolume), make sure all the volumes are set to MAXIMUM.

Stock but I'm rooted running bamf forever 1.07

If your rooted it can be lots of things. If you take the step of rooting you have to learn how to fix things. Start with clearing dev cache under bamf tool settings. Good luck.

you are using the stock messaging program, all you have to do is go to menu then settings ..then the notifications ...then make sure the vibrate is check

Try this: Open your text messaging, before you open any actual text messages now select option button, go to settings, then look for vibrate and make the appropriate selection from there.
