How can I enable USB debugging?

My phone is stuck at the HTC white screen, and my computer won't recognize my phone when I plug it in.

I'm dealing with other problems, and I'm trying to use the [ALL IN ONE] tool to flash it to stock. Well, I can't use that until USB debugging is enabled. I've checked everywhere I could online, but I can't find clear answers. Thanks in advance.

Have you tried doing a factory reset? Or just flashing a new Rom? Can you not get into recovery?

There's something wrong with my backups, and I'm not able to flash any rom. So what I'm trying to do, is find the rom download, so I can put it on a different micro SD, and flashing it from there.
