Came here to ask the same question. Pre-update it was available under "power" in settings. Turned off Wifi - sync - etc when battery level got down to whatever level you set it as (I think the default was 20%). Now it is not in the settings menu at all -- but still shows under quick settings.
I also noticed that the "voice search" icon is nowhere to be found under apps anymore either -- although I can still see it's icon (and is callable) from recent apps list. Functionality is of course still available from the google search app or bar . - 02-21-2013, 03:59 PM #4

I'm having the exact opposite problem: I want to turn power efficiency off, but it won't do it. The toggle works, but when I leave the settings and then return, power efficiency is back on again.
This is keeping me from using 4G -- *very* frustrating. What's going on? - 02-22-2013, 10:14 PM #5

As far as I can tell, you can only turn power efficiency on or off. There's no way to set the parameters and I don't know what the default is. There's an app called "Power Saver Settings" which gives the power efficiency menu that was in the previous version of Android. Hope this helps.
