Home screen widgets or apps

Ever since the Ice Cream Sandwich update.. I cannot create a shortcut on the home-screen unless I drag the app or widget. And if I download a new app or widget, it defaults on the homescreen? Has anyone seen this before?

what launcher are you using? also to turn the auto-add widget feature off you have to uncheck it under settings in the play store.

I have had two thunderbolts do this since the Ice cream sandwich update.. When I go to settings, personalize, and select widgets, shortcut or app to be selected to the homescreen, it will not update. And I have room on homescreen. If not, it should put it another screen. Its frustrating???
