Welcome to Android Central! What happens--do you get an error message? Did this start after installing a certain app?

Try booting into Safe Mode, which temporarily disables all 3rd party apps. If the problem goes away, then something you installed is probably causing the issue. Safe mode: Samsung Galaxy Note 3 (N900) | T-Mobile Support

If that doesn't work, try booting into Recovery and wiping the system cache partition, which won't erase any personal data. Cache partition: Samsung Galaxy Note 3 (N900) | T-Mobile Support

If it didn't work in Safe Mode, then there's either something wrong with the camera hardware, or with the system firmware. You may have to try a full factory reset. If that doesn't help, then contact a Samsung service center. Is the phone still under warranty?
