Device Administrator allows deactivation of important apps

I just noticed, once you bypass the lock screen, it is very easy to deactivate important apps that are meant to help wipe the phone or even lock the phone with a new pin. Under Security, the Device Administrator is wide open to allow anyone to deactivate the apps from Admin rights and thus stop it from doing what it needs to do. Is there any other way to lock this page out requiring a password or something to access this page?

While I am not sure (getting my GS4 tomorrow from Fed Ex) you can try something like Smart App Protector to secure individual apps https://forums.androidcentral.com/e...tails?id=com.sp.protector.free&token=dPT3XrGX and keep users from accessing that Google Settings app.
