Phone will not go into airplane mode

I flew on 4 flights over a long weekend recently. Each time I tried to put my phone in airplane mode, either by going to Settings, or by pushing the button on the side of the phone that will let me put the phone in vibrate or turn off mode. None worked. Any ideas? I ended up just shutting my phone off. Thanks.

The toggle in settings didn't work? I just press the airplane icon and an airplane shows up instead of a signal bar.

When I drag down from the top and click on airplane mode, it works. When I go to settings and try that, despite the phone saying it's in airplane mode it's not. Thanks.
