Blacklisted Verizon Phone

I am going to buy a HTC One that is blacklisted in the US, but UNLOCKED on eBay. The seller said it is blacklisted Verizon. I used checkesnfree.com to check the ESN and it says it is blacklisted in the US. I live in Guam, a US territory. The seller said I can use the phone because I'm outside of the US and it is unlocked. I am wondering if I can use it in Guam because it is still part of the US, as it is a territory.
