1. charging and USB data are totally separate. One can completely fail without affecting the other.
2. If you can't get it into some mode where you can flash a ROM, it may be a hardware failure. If that's the case, you probably need a new motherboard. If the hardware is good and you can't flash a ROM, you'll need to find a JTAG service on eBay and have them put a ROM in for you. (JTAG connects directly to the motherboard and loads the ROM onto the chips without depending on any firmware being present in the phone.)
You could do it yourself, but the JTAG device and a head for your phone would cost a lot more than having it done (and would take time and effort to learn how to use it, it's not as easy as flashing a ROM) and if you're only going to use it once or twice, it wouldn't pay.
