They don't kick you off of LTE and 3G speeds are still good enough to do most things, so it would barely affect most people's usage so they might as well just offer unlimited at full speed. 128kbps is going to keep people from using it much at all, so it keeps them from using the network and frees up bandwidth.

It is already included in the current prepaid plans on all smartphone plans

I found out its almost useless. I could get NOWHERE on the Internet, could do email on my PC but that's only if no attachments were sent to me. 3G would be great but even 2G would be better than what you get.
