Using smartphone without data plan

No smartphone can be activated without a data plan. PERIOD. NO EXCEPTIONS.
VERIZON......any carrier. Sprint is the sameway as with all carriers.

Can't say that for every carrier though. On some like AT&T, it may work- even if only for awhile.

For every story I hear about people getting away with this on GSM carriers I hear at least 2 stories if people putting their SIM cards into smart phones only long enough to copy contacts or something similar only to find a surprise on their next bill in the form of a data plan charge. They ARE watching for this and you will get caught. And as for Sprint and Verizon since they only activate phones whose MEIDs are in their system its not gonna work at all.

I have a Droid2 with no sim card, no SD card. I can activate Wi-Fi and it shows it is activated but I cannot go on to the web at all or go to Google Play. Is there some sort of secret way to get this to work?

Are you trying to simply use the device Wi-Fi only without any VZW plan? It should work; are you getting the "connected to _________ network" prompt from your phone when you connect to your wireless network?

If you're trying to do what the OP asked, have only a calling plan with a smartphone (no data), that's not possible on VZW even if you don't have a SIM card in your phone.
 
Just using the old Droid2 as a Wi-Fi device to access the internet. I just did a factory reset and I still cannot access the internet via Wi-Fi. It does show the phone as connected to my home network. I even played around with the router, a WNR2000, but I cannot disable WMM and changing channels did nothing.
