I have an LG Optimus Slider that only boots into CWM.
ADB will NOT find it, nor will fastboot. This is probably because I've done a factory reset from recovery mode, which disables USB debugging.

Is it possible to restore a nandroid backup or system backup with the USB debugging already enabled? If so, can someone PLEASE post a link for me?

If you made a backup, which you were suppose to do after rooting and installing custom recovery, just restore your backup. If you did not make a backup, you can use the stock rom found here: [ROM]Stock, untouched, unrooted, Slider ROM.
