Got this from the xda wiki.
The bootloader is the first thing to load once you turn on the device, this does the job of booting up the device hardware and loading various items into memory before the ROM starts in the device. The bootloader is also responsible for enabling the flashing of new ROMs and other components such as the Radio and the Ext_ROM. One X.
Once unlocked, high end HTC phones enjoy good support from devs. The same can't be said for the Galaxy lines. Even the Nexus pales compared to some top end HTC development.

I have no idea on the One X development.
I haven't had reason to look.
Don't expect ANY new phone to be as easy as the OV. Newer lock methods have come along, and they simply haven't had the development time.

I rooted a One V the other day and its more complex than the OV, but its basically like this:
1. Unlock boot loader using HTC dev
2. Flash new recovery
3. Flash an SU zip from recovery to root.
Like Leslie said, more complicated, but the HTC dev tools make a fool proof way to unlock and root. Its just a lot [more confusing] more work than gingerbreak.
