Go to your carrier's webpage and find the Message center number. Make sure it matches the number set in Messaging > Settings > Message center.
Sometimes this number is different for each type of client. (contracts, prepaids, etc.)

Check to see if the phone has branded firmware if so it's a setting they added called RCS you need to disable this
Failing that it needs debranding
