alcatel idol 4 screen mirror without Wi-Fi

So I just got an idol 4 the other day from cricket and have been trying to figure out a way to cast the screen to my TV without a wifi signal. I would like to use this in my camper or in my fish House while using my LTE network only I have tried a few different options with no luck I've seen in other threads. wondering if anyone has the phone and has figured out a solution as mhl is not supported. Miracast on it requires a wifi signal to pick up anything I tried the fire stick method but again Miracast on the phone requires wifi. I've been researching other means and can't seem to find much would really appreciate some insight on this issue so I can watch Netflix and other streaming services.

I've now tried this adapter sans wifi with two different phones (Note8 and Nokia 8), it does not work. See complaints for the accompanying app in the Windows Store.

3 weeks of online searches and I still can't mirror my phone's screen to a TV without wifi...
