My PAD lost ability to sleep.

I have ZTE E7 PAD running ICS 4.0.4. Recently quite unexpectedly (no new apps were installed)
it refused go sleeping mode. Short press on Power button has no effect,
long press make it power off OK. On screen inactivity timeout it also not going asleep,
only brigtness became a bit less.
I set screen lock on sleep - no lock, only on restart it asks for password.
What can be done to solve this problem or workaround to force it to sleep (some app may be)?

Welcome to Android Central! Do you have any other apps that might have control over the screen brightness, or keeping the device awake?

Try installing Wakelock Detector, and let it run for a few hours, then open the app. Look for any app causing a FULL wakelock (not a partial). The fact that your device isn't sleeping suggests this is an inappropriate full wakelock.

Yes, I did install Wakelock Detector first thing. It shows nothing helpful.
In processor wakelocks only Email, Gmail, Calendar.
In screen wakelocks I have every time only
"Battery statistics not available yet, try later".

Something screwy going on. Try GSam Battery Monitor, which also can monitor wakelocks.
I did install GSam Battery Monitor, What and how exactly I can see with this app, that could help me?
Has this happened just recently? If so, what are the recent apps you have installed?
It happens about week ago.
No new applications was installed recently, Three month shure thing.
The pad I am using about 6 month.

I did install GSam Battery Monitor, What and how exactly I can see with this app, that could help me?

Open the app, then tap the little vacuum cleaner icon (the "App Sucker"). You'll see a breakdown of how much CPU and battery your apps are using, as well as the number of wakelocks and the time held awake. Tap the top of the screen to sort based on those criteria.

OK, I did run app this morning, now about 9 hours passed.
Most battery and CPU "eater" are system processes, mediaserver (I was listening to mp3)
Mediaserver shows 81 wakelock AudioOut_1, but when I dont listen mp3, situation was the same.
Nothing wrong besides. Kernel wakelocks not found,
Activity time is 100%. No attemps to go sleep
(before it happens screen locked and turned off even when I was listening to music)

It'd be helpful to try booting your device into Safe Mode, which prevents 3rd party apps from running. If the problem doesn't recur, then you know it's one of your downloaded apps that's causing the problem. Unfortunately, I don't know how to boot into Safe Mode for your device. See if you can find out how.

I very appreciate Your wish to help me solve my problem.
I found the way to boot into Safe Mode (it seems to be standard for ICS - power on, wate for boot screen, then press same time Vol+ and Vol-.)
Device booted OK, "Safe Mode" shown on the screen.
But the result, alas, was the same: no sleep after time-out and no reaction for short tap on power button.

Ok, well at least we know that it isn't a 3rd party app. There's something screwy going on with the either the system software or the hardware. It's probably time to try a factory data reset if you haven't already tried it. You will lose all of your local data, so make sure it's backed up first.

OK, I did reset to factory settings, it does not help.
And recently (before reset) I had message in status bar,
that HDMI cable is plugged in, but it was never plugged at all.
So it seems device is simply dying slow...
Our chinesse friends has not able still to make decent devices.
Fortunately, I had possibility to change this device for another new,
hope it will serve me longer.
