can't update or download, and play store doesn't work

I think downloading is disabled, but can't find it under settings/apps, so I can't find a way to enable it. Play store won't open. My browser does not have the menu button (square with three bars in it). I am using new Nexus 7 with Android 4.3.1. I am overseas right now, just got off the plane and this is big headache, please help.

Welcome to Android Central! What country are you visiting? I think Google Play is still unavailable in some countries, so it may not be allowing you to open it.

You could try clearing the system cache partition, which only erases temporary system data that might be causing problems--no important data is lost. Steps as follows:


  1. If your tablet is on, power it off.
  2. Press and hold Power until the device powers on, then immediately press and hold Volume Down (while still pressing Power). You will see the word Start with an arrow drawn around it.
  3. Press Volume Down twice to designate Recovery mode.
  4. Press Power to restart into Recovery mode. You will see an image of an Android robot with a red exclamation mark.
  5. While holding down Power, press Volume Up.
  6. Use the volume keys to scroll to "wipe cache partition" and press Power to select it.
  7. When done, highlight "reboot system now" and press Power.

Followed your instructions. Tablet is now rebooted, but problem persists.
(important point: google play store works here in Peru, I have an older tablet on which I downloaded a translator app just now.)
On the new n7 with the problem, there is an error message on startup: "Unfortunately, the process com.google.process.apps has stopped."
When I try to open Play Store, it closes immediately.

I know there was a recent update to Google Play Services, so maybe your tablet needs it? Not sure if there's an easy way to get it, though, because it's usually just pushed automatically to your device.
