App shortcuts (of apps installed on SD card) lost on reboot and USB connections

Android KitKat 4.4.2
Internal Memory: 1 MB (huh)
External SD Card: 32 Gig
Device is non-US / Not rooted

Made changes to Preferred Install Location to SD Card
Moved most existing apps to SD card & new apps install on SD card

Now coming to the issue...

All the app shortcuts go missing when I do either of these things -
- Reboot
- Connect to PC via USB Mass Storage, then disconnect

In one instance, some of these app shortcuts came back after a day or so!!

Are there any way to fix this issue?

Unfortunately That's an issue with storing apps on the SD card. There's no way to fix it, other than not storing the apps there. What device do you have?

Low-end phone - Celkon A35k (probably from China)

Is there no launcher where we can save the current layout (app shortcuts, widgets) so that when even a reboot or USB connection is done,
I just restore the screen/setup?
