usb connection method screen doesn't come up

Android 4.4.2 (Kitkat)

I pull down the notification shade and tap on "Charge only - touch for other USB options". The USB connection screen flashes up for a small fraction of a second, then disappears.

I have rebooted, tried this with and without USB debugging, also disabled developer options entirely. Set the phone to Airplane mode. Connected it to a PC with USB and disconnected it. In all situations, the same thing happens.

Is there a different way to go to the USB connection selection screen?

EDIT: Tried again after a while. The screen came up! I selected MTP. The notifications still reported "Charge only". I restarted the phone.
After this, the USB information in the notification shade has disappeared altogether. The phone is still not detected by Windows or Linux.

Sometime long/bad usb cable creates problem also to me.
Try with some shorter cable, or a better quality.
