How do I get notifications to remain in the background?

I've got a couple of questions about the new notifications if anyone know anything yet.

First, take apps like Power Toggles, Gravity Screen, or Tasker... I would like their notifications to remain in the shade but not on the lock screen. When I have them turned on, they show up in both places. I currently I am only using "slide" for unlock. I would really like for these notifications to only be on the shade. I think it can be done because for some reason the Pebble app (showing that I am connected) only shows up on the shade and not the lock screen. Same goes the Google Now cards. Any ideas?

Next, can we get a "wake" on notification? My phone (Nexus 5) does vibrate on notification, but I would also like the screen to come on to actually show me the notification.

Lastly, didn't I once read about "quick reply"? Are we supposed to be able to quickly reply to a Hangout without actually opening up the app? The reply is just in the notification itself.
