Does encryption simply scramble the existing files on the phone, or does it actually reformat every byte on the drive?

I understand that before selling a phone most sites recommend encrypting a phone before doing the Factory Data Reset. The theory being that the FDR merely does a "quick format" of the drive, leaving prior data intact. Encryption, as I understand it, will scramble the data so that even if someone manages to access it after the FDR, it'll be unreadable.

But... what if I did the FDR, then encrypt, then do another FDR? Does that first FDR leave the original data out there "hanging," so that the encryption merely encypted the NEW files - not touching the original, unencrypted files scattered across the drive?
