android marshmallow is not showing me my pull down notifications to choose usb for file transfer

I downloaded a movie in my internal memory of my phone through wifi
Now I want to put in into my computer
the push down notifications and the right side 2 buttons is not working
I am unable to shut any running app
Please help

Which phone do you have? Does the problem persist after a reboot? You could also try switching to guest mode and back to owner and see if it makes a difference.

Can you please add details of what device you have, Android version, and phone brand and model?
