I just updated to Android 6.0.1 and was looking over new features and saw that Google settings has been moved to regular settings and there is a new option for system UI settings as well. When I go to my settings neither of those are available. They just aren't there. Has anyone experienced this problem? Is there an easy fix?

Welcome to the forums! Which phone do you have? Try this to enable the system UI tuner. Open the quick settings panel and long press on the settings (cog) icon for a few seconds. If your phone includes this option it will show up at the very end of your general settings.

Thanks! I have the galaxy S6. Long pressing the cog doesn't do anything for me. Is this how I would also access the Google settings?

I think Samsung didn't include the UI tuner in the Marshmallow update. Not sure what Google settings you mean. Just in case, open the Google app and select settings in the side menu, swiping in from the left edge or with the hamburger icon top left.
