Why do I get a system notification telling me I would be charged when sending a free text?

I've recently updated my Android phone to Marshmallow.
Today I've sent a text message to a free number and I've got a notification telling me that I would be charged for that.
I've send the same message to the same number but using a different device (with Lollipop) and I didn't get the notification.
Is this a new feature in Marshmallow? Where can I find documentation about it?

This is a standard feature because some people may not have unlimited texting and get charged per text.

The reason it doesn't show up on your other device is you probably picked "Don't show me this again" option

I turned it off because of Unlimited texting as it was getting annoying lol

I remember back in the days we had to worry about text usage and getting those little extra texts that might make us go over quota haha or getting charged for it

Depending on your phone provider and device settings when you send emojis in text messages it converts the messages to MMS and charges you for a picture message.
