In what circumstances should I consider changing my WiFi network's security settings? And will changing these settings affect any other devices connected to the same network?

Well.... if you suspect someone has been using your network without your permission.... other than that, I know some people rotate their WiFi passwords just to be proactive.

But if you change the permissions, any and all devices connected to that network will have to be modified with the new configuration.

Quite a lot of routers allow you to have a list of approved devices identified by their mac address thus adding a further layer of security

Will changing the security protocol in the settings app also change it on any connected devices? (changing from WEP to WPA2 for example)
