I used to have the option on older android versions: either settings>wifi or setting>wifi>more>manage wifi networks would show me a (greyed-out) list of wifi networks I was once logged into, and enabled me to delete them (long-press > forget network)

On my brand new Samsung galaxy J5 2016 with android 6 I suddenly can't???

I can only restrict the once used networks from being used by apps in the background, but not delete them.

    PLEASE FIX!

You should be able to delete these networks by going into system settings > wireless (WiFi) > Menu (3 dots) > saved networks > forget.
