Why doesn't my computer see my Samsung Galaxy Note 4 when connected via USB?

My Note 4 no longer prompts me to allow access when I connect to my computer with the USB cable. Is there a setting to enable/disable this feature? I need to transfer files and free up space on the device.

Have you tried multiple USB ports on the PC, AND a different cord? Reboot the PC and the Phone then try again. It could be a driver issue, the PC requires drivers to read the phone, and it SHOULD install them automatically. Also check on the phone after you connect and make sure you are in file transfer mode.
