Cannot unlock OEM option (Moto G6 Plus)

i purchased Moto G6 Plus in store, and i have configured the device, but i CANNOT unlock the "oem" option on dev settings, i need help to solve, because i need to unlock bootloader, and is impossible to unlock bootloader without oem unlocked in settings

I'm not sure (with the G6) but Verizon did the same thing with the Pixel 2/XL - you can unlock the bootloader on the "Google-purchased" phones, but not the "Verizon purchased" ones. They may have done the same thing with the G6.
