Ok, so I want to make an app that retrieves data from a website that is updated about once a week. So where do I begin? Do I utilize tinywebdb and the app engine? Note, the site already has a rss feed so I believe I would use that? I do not want to display everything within the rss feed just the desctption and not even all of it, just part of it.

Are you wanting to do this just for educational purposes? If you really want to see the rss feed, then add it to an already installed reader such as Google Reader, or one of the other three rss feed reader installed as standard apps on your device.

If you want to do this to learn about App Inventor I'd work through the tutorials.
