In our network streaming application we need to send a unicast or multicast ARP request.But we not able to send .
We tried native method to send arp but not sent because of super user permission.
Please let us know any way to send arp request from application without routing a phone.

I have been having this problem too, making an Android app.
I have found that you cannot send an ARP without routing the phone (as far as i know). Sending an ARP requires the use of raw sockets which you can only achieve as root.
Let me know if you have found a way .
