Low Signal Strength

I live in the country and have a low (1 bar) to no signal strength in my home. Is there any way to connect my galaxy 4 to my wifi at home so I would be able to send a receive calls with my wireless number?

Welcome to Android Central! What phone and what wireless service are you using? Some phones and services allow Wi-Fi Calling. See this video from T-Mobile as an example:

Set up Wi-Fi Calling on your Android phone | T-Mobile Support

Check your Wi-Fi menu to see if you have an option for Wi-Fi Calling.

I'm in Canada and using Rogers on the Samsung Galaxy 4 mini. I was hoping there was a 3rd party app.

Most if not all wi-fi calling apps that are available require you to use a service separate from Rogers. If you want to use the Rogers service, you'll need to pay extra. Here's their support page:
