Looking for a dev to for utility app

Firstly, I am not a developer. I am a Marketing professional. I know very basic Java and certainly not enough to build an app like I'm thinking of. However, I have a strong idea for an app that could extend the ease of use for Android and I'm looking for a developer partner to help with the ground work.

has anything like it ever been done on the iphone or android? Usually you'd be surprised at how much is out there...

It's Android only, it wouldn't work (or be approved probably) for iOS. There are apps with vaguely similar functionality, but not with the same kind of ease of use. There is competition, but it's not strong yet. There is definitely a hole waiting to be filled.

If there's competition (especially if free), it's a lot harder of a hill to climb...found that out the hard way

Normally, I'd agree, but the competition is anything but stiff.
