How can I be the owner of an app which i have paid for?

I have contracted an app developer who made me an app for my company which I have paid for. Now he doesn't want to give me access of it and keeps sending lies in push messages from that app to my clients. How can I solve the problem and have the app for which I paid? I really need to stop this cause my clients will be confused. I have asked him to stop but he doesn't want to. Please help
