I need help with developing Android apps. I want to make some for my personal phone instead of putting it on the Google Play store. If you would like to discuss further please personal message me.

If you know computer programming, learn the Android environment. If not, start learning programming. Then learn Java.

"Developing" an app isn't something someone can teach you in messages. People go to college for 4 years to learn the basics. (I've been writing large systems for 40 years, and still don't know the Android environment [because I've never decided to spend the month or two it would take to learn it] well enough to do more than fool around. Certainly not enough to be a developer. (But I can make Windows walk your dog and make your coffee. I'm not just a developer, I'm a systems designer - hardware, firmware and software.)

It's like asking someone to message you because you want to learn open heart surgery (and there's been only one model of the human heart for a very long time - there's a new version of Android every year or so).
