This strikes me as being a bit like the metaphysical question "If a tree falls in the forest, does anybody hear?"
If I have a widget that updates information continually is it actually using power if it is not on my active screen? In other words, is it updating when on other than the home screen, or does that depend on how the developer wrote the code?
For example I have Network Signal Strength Pro on my Nexus 5 because my phone signal is so crap at home, gee thanks Telstra, and its widget got me to wondering about the above. (have to say Telstra service is excellent pretty much everywhere; just not in my street! )
My curiosity is at work here, more than any kind of problem.
