Can't buy apps

So I recently bought a new phone (Samsung Galaxy S4). But I realized I can't buy apps, it just won't allow me to. My phone is not rooted, I can install free apps. I checked everything in the settings, everything is fine. I get as far as Payment Methods but the panel goes blank as you can see in the picture below. Also I can't click add payment methods in the settings tab. Help, how do I fix this ?

Welcome to Android Central! Is that Google Play Store or the Galaxy Apps Store? If the Play Store, swipe in from the left and tap My Account. Is that where you're trying to add a payment method?

That is the Google Play Store, and I tried adding a payment method from the Account settings. In the picture below, I can't touch add payment method. It does do anything when I touch it.

Try adding your credit card to Google Wallet, either on the webpage or the Wallet app.
