free text and talk using wifi and regular cell phone number?

I saw T-Mobile's $3/month pay as you go phone plan.

Problem is, you only get 30 minutes of calling or 30 text messages. Is there some kind of app that will allow me to call/text for free using my regular cell phone number over wifi? I don't want a phone number separate from the one I get from T-Mobile.

Not from the very same number, nope (that's T-Mobile's "property", even though it's yours...). You can make free calls using apps like Skype (US numbers, unless they changed that too), or Google Hangouts. You can get a free number and do WiFi calling/texting from any device with Google Voice (US numbers only).

For texting, however, I think you can use Google Voice and send the messages as a different number (and get them directly in another phone number).
 
And VoIP phone services like Vonage have apps you can use over wifi to make and get calls.

Port your number to Google Voice, forward it to whatever new cell number you ger and to your Vonage number, and you can make and take calls with your current number over wifi on your phone and by wired (or cordless) phone at home. (You can't make a Google Voice call from a landline, but calls to the Google Voice number will be forwarded to your home and cell phones.)
