2. Pedometers (that's what the app is) measure the shock of a step, so a light step may not register and some steps may register as 2. It's based on the average human step, and one of you isn't average. (There is no "average human being" - it's just an approximation of how humans walk.)
ALL pedometers work that way, it's not just your phones.
If you want a better measure, have a properly equipped gym calculate your calorie burn per distance and use an app that uses the GPS to measure your walks. It can be off by as much as 60 feet for any given walk (30 feet inaccuracy at each end, and not necessarily in the same direction), so take that into account.
