what app is changing my settings????

I have an android app on my moto e that disables battery saver. Disable meaning the feature is there, but is turned off. When I turn battery saver back on, and then press refresh for batter status, battery saver shuts off. Is there any way to view what app is causing this.
My phone is not rooted and is running kitkat 4.4.4

I have previously fixed this problem by erasing all app cache and app prefernces. However, I have to go back and disable all my bloatware again.

I do have android studio and platform tools (have used abd) on my pc.

I'd check this app from the play store. There is a workaround for non root 4.4 users at the top of the listing.
