I have a Samsung GS4 Mini (I know, a bit old) and I've seen the specs and it says it can play videos in 1080p resolution BUT when I'm watching YouTube, it doesn't give me an option higher than 480p, I can't even get 720p, is there a way around it?

It depends on the videos whether its available in 720p or 1080p or no? If its not, then it will be able to watch only in 480p.

Apart from that, sometimes connection might affect the maximum resolution can be loaded. Maybe should try with stronger connection? As I have bumped into this kind of issue in the previous, not sure if it helps your issue.

All the channels that I watch videos off of, I watch on my laptop or tablet play them with 720p and 1080p, it's just my phone that can't go past 480p. I've even tried uninstalling YouTube and reintalling it but sadly, to no avail.
