When I look at available wifi networks and bluetooth devices, I want to be able to hide many of them. Many of my neighbors have wifi and bluetooth devices that I will never connect to and they clutter up the list of those I MIGHT want to connect to.

Is there an app that will allow me to selectively block specific networks and devices from even appearing in the list of those available?

I'm not sure if there is an app to achieve this. However, you can change the WiFi list to show "saved" networks, which are networks you have previously connected to. It won't show all WiFi connections available in your area.
