Need a photo editing app to insert TIFF image

I'm looking for a photo editing app for my note 4 where I can add a TIFF image onto another. The TIFF image I have has a transparent background. the editing option in the android photo gallery app can't open TIFF images. I can only find other apps that open TIFF images or edit them itself, and not inserting an image on top of another. is there such an app that could help me??

Why a TIFF? They are usually large and uncompressed which is why they aren't used on phones. Can't you convert it to a PNG which should save the transparent background and combine it that way?

PNG is portable negative graphic. Tiff is tagged image file format.

Adobe Pagemaker used to do it if you wanted a certain opening in a paragraph.
