Experiencing odd problems, seemingly after using a junk clearing app

I downloaded an app that was meant to clear out junk files, and after using it, I've had two odd problems arise:

1. One of my games, Terraria, just won't load any more. I'm afraid to uninstall and reinstall because it had lots of progress I hope isn't already lost.

2. Now the screen occasionally shows a blue bar saying "Unable to download, enable cellular download", and I can't find anything like that in the settings.

Welcome to Android Central! Which junk-cleaner was it? You're right, those apps can be problematic--the devs don't always know what they're doing, or they give too much power to the user to delete important stuff.

Try going to Settings>Apps​, select Terraria, and Clear Cache (but not Data). Does that help at all?
