I find Samsungs stock UI (S8) and most Android dialer apps to be really counterintuitive as they require too many "moves" to get to search and/or only have a number pad to allow you to search by name (I find the number pad not as easy to use when pressing a number with corresponding letters underneath).

My old HTC had a "Letter Pad" that was quick and easy to use (it just ha dletters).

Is there an App that either:

1.Allows you to toggler between a numebr pad and letter pad

    2. That has a search bar that is NOT at the top of the screen...so that I can get to it with one hand? (the S8+ is too tall).

You can try turning on the S8's shortcut to one-handed mode, which reduces the size of the screen (and can permanently reduce the size of certain input elements, like the dial pad and keyboard, even in 'full screen' mode). If you do activate the shortcut, tapping thrice on the home button will reduce the screen and make it manageable with one hand. I have no issues with just tapping a couple numbers and the contacts that match the name appearing, but everyone's used to something different.
