Transferring Google App Library--Is it free?

The Droid X is the only Android device I've ever had. When the time comes to upgrade to a new device, do most apps allow transferring for free? If I sign into my Google account on the new phone and redownload my paid apps, will I need to buy them again or do I basically have a lifetime license, provided I am only using them on one device at a time?

Do some apps allow for multiple installs on several devices? My brother is able to sign into my Amazon account and download the apps I have already purchased. Obviously, I would never share a Gmail account with another person, but I will probably buy a tablet and want to use some of my apps on the tablet if possible.

Yes.

As long as you sign into the same Google account, you'll have access to all your apps regardless of (android) device.

I wonder if there's a way to transfer the apps I bought in one account to another. Anyone care to help me?
